This process is valid for three years and consists of a series of stages. The differences are marked according to the level of complexity of the organization.
According to Ministerial Resolution No. 546 of the Ministry of Health, the categories of institutions in its sector are classified according to their levels of complexity. These establishments are divided according to the functional characteristics they possess. “Together, they determine their resolving capacity, responding to similar socio-sanitary realities and designed to face equivalent demands,” says the document.
These levels of complexity respond to the health needs of the users they serve. For an effective categorization, the following stages are considered.
- Know the categories by levels of attention
Once established, it should be noted that the validity of the categorization is for a period of three years. After this period, the establishment must request a recategorization.
First level of attention:
Category I-1 Health post, health post or office with non-medical health professionals.
Category I-2 Health post or health post (with doctor). In addition to medical offices (with doctors with or without specialty).
Category I-3 It corresponds to health centers, medical centers, specialized medical centers and polyclinics.
Category I-4. Group health centers and medical centers with hospitalization beds.
Second level of attention:
Category II-1 The set of hospitals and general care clinics.
Category II-2 Corresponds to hospitals and clinics with greater specialization.
Category II-E. They group hospitals and clinics dedicated to specialized care.
Third level of attention:
Category III-1. They group hospitals and general care clinics with larger units producing health services.
Category III-E. Hospitals and general care clinics group with larger units producing health services and services in general.
Category III-2. They correspond to specialized institutes.
- Set the planning
First, the Ministry of Health informs the regional health authorities and the health directorates of Metropolitan Lima about the concept and the categorization process. Then a specialized technical committee is organized to carry out the process. This group consists of authorities as directors or representatives of the regional health authority. As well as operating teams such as a specialist in human resources management or an expert in infrastructure and medical equipment.
At this point, the technical committee has the responsibility of planning, organizing and executing the process. It is also responsible for verifying the information collected, analyzing that all the evaluated items comply with the assigned categories, among other functions. This task is to assess the situation of the health establishment and everything that is needed to categorize it.

The authorities must enter a link to the process on their website, to which the representatives of the health institution must enter. There you will find an electronic file that will serve as an information tool, which will be used by the service provider to place all the requested data. This information has the character of an affidavit and will help the authorities to corroborate the level of complexity and health services that the establishment offers.
- It ends with the evaluation and control process
The specialists review the data and confirm that everything is in order to issue the categorization resolution in accordance with point number one. As mentioned, this resolution will be in force only for three years.
